Item 1 - Discussion Regarding Submittal of CIGP Projects for Consideration in FY 2015/16 The Florida Department of Transportation (FDOT) is soliciting applications for the County Incentive Grant Program (CIGP) for Fiscal Year 2015/16. These funds may be used for improvements to transportation facilities on the State Highway System but may also be used for LOCAL transportation facilities that relieve congestion on the State Highway System. FDOT is requesting that the County submit two candidate projects by May 1st. Eligible projects will require a 50% match. The attached spreadsheet summarizes staff's recommendations.

Item 2 - Discussion Regarding Revisions to the Development Services Fee Schedule The attached resolution proposes to amend the Development Services Fee Schedule to include fees for Code Enforcement (erroneously omitted from previous schedules) and to establish a NEW fee to administer the County's Abandoned/Vacant Property Ordinance. A proposed fee of $150.00 will be charged to the applicant of each registered property. The County will receive $75.00.

Item 4 - Discussion regarding proposed LDC amendment pertaining to application submittal requirements for PUD revisions. At the January 24, 2012 meeting of the Board of County Commissioners, a large scale comprehensive plan amendment for a portion of the Ravines Planned Unit Development (PUD) was approved for transmittal to the Florida Department of Economic Opportunity. During the hearing, Staff advised the Commission that in order to process a Ravines RePUD application consistent with the transmitted comprehensive plan amendment, an amendment to the Land Development Code (LDC) was also necessary. Specifically, the section of the LDC pertaining to application submittal requirements currently states that only the entity owning all of the property within a PUD is authorized to submit a RePUD. After contacting local jurisdictions from northeast Florida and around the state, Staff has concluded that the common approach is to allow any property owner within a PUD the opportunity to submit a RePUD application. This approach recognizes that authority to submit an application is not a defacto approval of a RePUD application, as any application must undergo the scrutiny and discourse which characterize the public hearings of the rezoning process. Staff has drafted an amendment to the PUD Section of the Land Development Code to reflect revised application authorization requirements. In recognition of the special community nature of PUDs, included in the proposal are enhanced notification standards that the applicant for the RePUD must utilize to notify all of the other property owners within the PUD. Similar to the County’s notification process for property owners within 350 feet of a rezoning, the RePUD notice must describe the requested change, and include information regarding the location and times of the public hearings.

Item 6 - Discussion Regarding Amendment to BP Zoning District to Allow Educational Facilities Staff was approached by a developer who has been contacted by a representative of Embry Riddle University. The representative is looking for space for classrooms and associated faculty offices. The developer has available office space in the Business Park (BP) zoning district. BP, however, does not allow educational facilities. Staff is asking for approval to amend the BP zoning district to allow post-secondary educational facilities.

Need to discuss efforts to try to retain, and to accommodate the expansion of, existing businesses in the County. The County and our Economic Development partners need to look for ways to improve our notification and outreach process to business owners within the community. Suggestions and recommended improvements will be discussed at the Economic Development Committee meeting on April 16th.
