Item 2 - Discussion Regarding Digital Flood Insurance Rate Maps (DFIRM) Notification The Federal Emergency Management Agency (FEMA) has published revised preliminary Digital Flood Insurance Rate Maps (DFIRMs) for Clay County and its municipalities. All local governments in Clay County are required to participate in the Federal Flood Insurance Program in order for property owners to qualify for federally backed flood insurance rates. The revised maps replace the current floodplain maps, which became effective in 1992. The preliminary maps are expected to become effective in 2013. In February, staff proposed that all land owners within the County by notified of the potential changes. The information was placed on the County's website and the attached letter, explaining the potential DFIRM changes, was drafted for mailing. The estimate of associated processing and mailing costs is attached. Staff is recommending that we proceed with mailed notification to the property owners.

Item 3 - Discussion Regarding Requests by Citizens to Amend the Land Development Code The County currently requires applicants for rezonings and land use amendments to pay for required legal advertising. The County has typically paid for text amendments to the Land Development Code, even when those amendments are requested by citizens. Public notices for public hearings must be placed in a newspaper of general circulation that is published five times a week. Notices for public hearing were originally advertised in the County Line portion of the Times Union. Because the Times Union stopped publishing the County Line, notices for public hearing are now placed in the Times Union. The cost for these ads has more than doubled. Example: Typical Cost for Text Amendment Advertised in the County Line - $130.00 to $140.00 Typical Cost for Text Amendment Advertised in the Times Union - $310.00 - $320.00 To help reduce costs and to create equitability in the assessment of fees, Staff is recommending that citizens who request text amendments to the Land Development Code be charged for the cost of advertising.
