Item 1 - Discussion Regarding 2012 List of Priority Projects (LOPP) The Transportation Planning Organization (TPO) Staff has begun the process of developing next year’s TIP with the annual List of Priority Projects (LOPP). The Florida Department of Transportation (FDOT) uses the LOPP to develop their Tentative Work Program for Fiscal Years 2013/14 through 2017/18 as does the North Florida TPO in developing the TIP to be submitted in 2013. Capacity projects submitted for inclusion in the LOPP must be in the Cost Feasible List of the Adopted Long Range Transportation Plan (LRTP). The projects in the attached table are included in the Cost Feasible List and have been adopted in the 2011 List of Priority Projects. Because no additional projects are identified in the Cost Feasible List, our 2012 submission will include those projects currently ranked in the LOPP. The LRTP is updated every five years. The TPO will begin updating the LRTP in 2013. At that time, staff will be looking for recommendations to include in the LRTP for future adoption in the List of Priority Projects.

Discussion Regarding Big League Dreams On December 14, 2011, Mr. Rick Odekirk, Manager and Founding Partner of Big League Dreams, made a presentation to the Clay County Development Authority regarding the potential for locating a Big Dreams facility in Discussion Regarding Big League Dreams On December 14, 2011, Mr. Rick Odekirk, Manager and Founding Partner of Big League Dreams, made a presentation to the Clay County Development Authority regarding the potential for locating a Big Dreams facility in Clay County. Big League Dreams (BLD) is a multipurpose facility and sports complex that includes soccer fields, baseball fields, concessions, restaurant space and meeting space. Eleven BLD facilities currently operate in the United States. These facilities serve two purposes. During the week, the fields are used by the local community for practice and club games. Weekends are set aside for tournament and travel team use. The facility also serves as a venue for corporate meetings and other events. Original plans for the facility include six stadiums and would require a minimum of 20 acres. The owners are looking at several potential sites, but a final site has not yet been determined. Completion of the project is anticipated to take two years. On December 14, 2011, the Clay County Development Authority’s Board of Directors met to discuss the BLD licensing agreement (see Attachment 1). The agreement requires a licensing fee of $450,000. BLD has agreed to a non-compete zone for lands within a 35 mile radius of Clay County (Nassau, Putnam, Union, Duval, Baker, Bradford, St. Johns and the city limits of Daytona Beach). Should the County decide to defer the project for any reason within two years, BLD will return $400,000 to the CCDA. The CCDA approved the licensing agreement unanimously. Staff is looking for approval to move forward with due diligence efforts to review the proposed project and to provide a recommendation to the Board on how to proceed.
