Item 1 - Clay County Development Authority Update Regarding the Proposed Recreational Sports Facility At the Economic Development Committee on August 23rd, staff updated the members on the progress of the recreational sports complex and asked for direction on how to proceed. The Committee recommended that staff concentrate on two options: (1) The County would solicit proposals consistent with the County's procurement process to construct a facility; or (2) The Clay County Development (CCDA) would solicit proposals, manage the procurement process and own the facility. The Committee recommended that staff meet with the stakeholders and bring information back to the Board for a decision. Staff met with the CCDA to discuss the options and to determine the next steps. It was decided that, before the project is scoped and proposals are requested, a study should be prepared to determine the project's potential economic impact to the County. Direction and decisions need to be made as to how this will proceed. County staff has recommended that CCDA and County split the cost of the study. A Member of the CCDA will update the Committee on their participation and recommendations.
