Discussion of proposed Ordinance amending Subsection (10) of Sec. 12-8 of the Clay County Land Development Code, which subsection pertains to limitations on the rezoning of property, by providing an exception to such limitations that is applicable when final action by the Board on a rezoning application has resulted in a tie vote unless the tie-breaking vote was not cast by reason of abstention
